Doctor of Law from the Universidad Central del Este (UCE). In 1998 he was appointed Judge of the Peace of the Municipality of Higuey, also serving as substitute Judge of the then Civil, Commercial and Labor Chamber and the Criminal Chamber of the Court of First Instance of the Judicial District of La Altagracia and of the Criminal Chamber and the Court of Instruction of the same jurisdiction.
He was a professor at the National School of the Judiciary and at the Catholic University of the East (UCADE). In 2003, he resigned as a judge and founded the firm Duluc Rijo & Asociados, which later became Duluc-Aybar & Corporán.
He has completed several specialization courses and postgraduate courses both in the country and abroad in various areas of law, such as: Constitutional, Civil-Contracts, Damages, Negotiation and Arbitration. He also holds a Master’s degree in French, European and International Private Law from the Pantheon-Assas University (Paris II); a Master’s degree in Constitutional Law and Fundamental Freedoms and IGLOBAL with a double degree from the University of Paris I Pantheon-Sorbonne , as well as a postgraduate degree in Leadership for Public Management from Barna Management School.
In 2004 he was President of the La Altagracia Branch of the Dominican Bar Association. He also published the book “Civil Evidence in a Social and Democratic State of Law” together with Licda. Maria Elena Aybar.
In 2008 he became actively involved in politics. In 2010 he was appointed Civil Governor of the Province of La Altagracia, in 2012 he was appointed Vice Minister of Development and Promotion of Tourism of the Ministry of Tourism, a national position he held until October 2014. In 2020 he was elected Mayor of the Higuey Municipality. In 2024 he was elected Senator of the Dominican Republic for the Province of La Altagracia.
